There's a difference between not being a strikeout pitcher and not getting any strikeouts at all. Pelfrey's strikeout rate has just completely collapsed in this (admittedly) early season, and plunging strikeout rates can be attributed to injuries. I hope I'm wrong, but sometimes "not being very good" and "being injured" are not mutually exclusive.

Pelfrey didn't strike out a ton of guys last year either. I believe he had about 110k's in over 200 IP which isn't all that good. I see what your saying that he should be striking out more guys but this guy hasn't been striking out people routinely since his college days at Wichita State. For a guy that does throw a bunch of different pitches (4 seamer, 2 seamer, change up, circle change), he should be striking out more guys. Right now, his record is all that matters because he is winning games. If he was pitching in games that Santana has where the Mets offense barely dribbles a run across the plate, then this would be a bigger concern. First off, Pelf isn't #2 starter material in a big market, but thats besides the point. Let's be honest here, beyond Santana the Mets starting rotation is mediocre at best. I don't think he's hurt, I just don't think he's very good.
